(1) The State Government may, from time to time, issue such directions to the Council as in the opinion of said State Government are conducive for the fulfillment of the objects of this Act and in the discharge of its functions, and the Council shall be bound to carry out any such directions. (2) Directions issued under sub-section (1) may include directions to the Council to make any regulations or to amend or revoke any regulations already made. (3) If in connection with the exercise of its authority and in the discharge of its functions by the Council under this Act, any dispute arises between the Council and the State Government, the decision of the State Government on such dispute shall be final.
