(1) A member shall be deemed to have vacated his office if he ceases to be a member under section 10. (2) Any casual vacancy of a nominated or elected member arising in the Council, by his death, resignation, removal, disability or otherwise, before the expiry of his term of office, shall be filled up within a period of three months, by nomination or election, as the case may be, or by any such manner provided in this Act and rules made thereunder. (3) The person, so nominated or elected to fill up the vacancy, shall hold office for the remaining unexpired term of the member, in whose vacancy he has been appointed. (4) When the said term in respect of any member is about to expire, a successor may be elected or nominated at any time within three months before the said term expires, but he shall not assume office until the said term has expired.
