No person shall be allowed to enter or retain his name in the register and to obtain a certificate thereof unless he has provided the Council along with his application under section 53 with the proof of— (a) successful completion of basic professional education programme at an Institution approved by the Council or an equivalent professional course of study acceptable to the Council; (b) successful completion of such practical training as may be prescribed.
