(1) Elections under clause (c) of sub-section (1) of section 4 shall be conducted in such manner as may be prescribed. (2) Where any dispute arises regarding any such election, it shall be referred to the State Government whose decision shall be final. (3) The first election shall be held not before three years, from the first formation of the Council.
