(1) Notwithstanding anything contrary contained in any other law for the time being in force, with effect from the date as may be notified by the State Government, the Council, for the purpose of maintaining the standards of education, shall, by issue of notification, frame guidelines for the admission criteria in any Institution, as may be required from time to time or as may be deemed necessary by the Academic sub- committee with the approval of the concerned University for graduate and post-graduate courses and for diploma courses as may be prescribed by regulation. Explanation.—The 'admission' shall include admission to any undergraduate or post-graduate professional courses for obtaining primary or higher qualification of any kind. (2) The Academic Sub-Committee shall prepare the first draft of regulations to be placed before the Executive Committee for its consideration, and shall, from time to time, review the prescribed minimum standards and report to the Council on the efficacy of these regulations and may recommend to the Executive Committee such amendments thereof as it may think fit. (3) Where the Council, on receipt of any complaint or otherwise, is satisfied after due inquiry that the Institution has given admission to a student in contravention of the adopted Admission Criteria, it may direct the concerned Institution to cancel such admission against refund of the fees to the concerned student as well as to further direct the Institution to give admission to the next eligible student as per notified guidelines.
