(1) The quorum for a meeting of the Council shall not be less than one-third of the total number of members of the Council. (2) If at any time in a meeting there is no quorum, the presiding authority shall adjourn it to such time or date as it thinks fit and announce the same at once; and the business scheduled for the meeting shall be carried forward at the subsequent meeting, whether at such meeting there is a quorum or not. (3) No business, other than the business fixed for the meeting, shall be transacted at such subsequent meetings. (4) A notice of such adjournment put up at any conspicuous place in the office of the Council or at the place of meeting on the day, on which the meeting is adjourned, shall be deemed to be sufficient notice of the subsequent meeting.
