The Director may, for reasons to be recorded in writing, suspend Director may or cancel any licence issued under section 13 and may take such other steps cancel °r suspend any as he may deem fit in the interest of the market: licence. Provided that before passing any order under this section the Director shall give a reasonable opportunity to the licensee of being heard.
