(1) Save as otherwise expressly provided in this Act, the Commission shall have jurisdiction to adjudicate a school dispute and make order to a person directing redressal of the school dispute. (2) In particular and without prejudice to the generality of the provision of sub- section (1), the Commission shall, in adjudicating the school dispute, have jurisdiction to declare that— (i) a law or an instrument, statutory or otherwise, or an act has or shall have such effect or no such effect, (ii) a party has or shall have such right or duty or no such right or duty, and (iii) an act has or shall have such effect or no such effect, subject to such conditions and restrictions, if any, as may be mentioned in the judgment: Provided that where the matter relates to disposal of question of constitu- tional validity of any provision of any specified State Act, the matter shall be decided by a Bench constituted of at least three Members of which the Chairman shall be one. (3) The Commission shall, in making order for redressal of the school dispute, have jurisdiction to make order to the person directing him to pay such cost, compensation and interest, if any, as may be mentioned in the order.
