(1) The State Government may, from time to time, make rules for carrying out the purposes of this Act. (2) In particular, and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters:— (i) the election of members of the Council and the Executive Committee, and the election of the Vice-President; (ii) the functions to be performed by the President and the Vice- President; (iii) the conditions for the grant of licences under section 31; (iv) the procedure to be followed by the Council in— (a) conducting an enquiry under clause (b) of sub- section (2) of section 21; (b) disposing of appeals from the decision of the Registrar preferred under section 23; (v) any other matter which may be, or is required to be, prescribed under this Act.
