(i) To ensure speedy disposal of proposals, specific time limits have to be laid down for disposal of references at various levels. Efforts should be made to dispose of each reference at the State Government level within a maximum period of 60 days. Specific instructions may be issued in this regard to officers at all levels. (ii) Cases which are complete in all respects shall be disposed of within 90 days by the Central Government.
