(1) No court shall take cognizance of any offence under this Act except on a complaint in writing of an officer authorized in this behalf by the Commission. (2) An offence under this Act shall be trial by a court not lower in rank other than that of the Additional Chief Judicial Magistrate who has jurisdiction
