(1) If in any case the object of a waqf is not defined with precision, the Board shall direct the manner in which the funds, property or income of the waqf, or any surplus thereof, shall be utilized : Provided that no such direction shall be given without first affording to the persons affected an opportunity of being heard. (2) Any person affected by the direction of the Board under sub-section (1) may, within 90 days from the date of such direction, refer the matter to a Tribunal in accordance with the provisions of this Act, but pending the decision of the Tribunal on such reference, the direction of the Board shall be complied with. Exercise of certain powers given in the deed, etc. to a Judge or other authority
