Every sum certified in the audit report to be due from any person, unless such certificate is modified or cancelled by an order of the State Government made 273 under section 40 and every sum due on such modified certificate, shall be paid by such person within a reasonable time to be fixed by the Board; and if payment is not made in that time, the sum payable may, after affording the person concerned an opportunity of being heard, be recovered in the manner provided in section 83.
