The mutewalli of any waqf may apply by petition to the Board for its opinion, advice or direction on any question affecting the management or administration of the property of such waqf and the Board shall give its opinion, advice, or direction thereon : Provided that the Board shall not be bound to give such opinion, advice or direction on any question which is not in its opinion a fit question for summary disposal, or where the Board for any other reason to be recorded in writing, considers it inappropriate to do so.
