When the Indian Registration Act, 1908, or any rule made thereunder, requires or permits any act to be done with reference to a document by a person executing or claiming under the same, and the document has been executed on behalf of a [Municipality]1 or is a document under which a [Municipality]1 claims, the Act may, notwithstanding any thing to the contrary contained in the aforesaid enactment, or in any rule thereunder, by done by the President, the Executive Officer or a Secretary of the [Municipality]1 or by any other officer of the [Municipality]1 empowered by regulation in this behalf.
