A Municipality may dismiss, remove or otherwise punish any Secretary appointed under Section 66 or Section 66-A, by special resolution supported by not less than two third of the members constituting the Municipality, subject to his right of appeal to such authority, within such time and in such manner , as may be prescribed : Provided that the Municipality shall in dismissing, removing or otherwise punishing the Secretary, follow the procedure that may be prescribed in this behalf.
