The Executive officer, Accounts Officer or Medical Officer of Health may, within the permission of the President, or in virtue of a resolution passed in this behalf at a meeting of the Municipality or of a committee, make an explanation in regard to a subject under discussion, but shall not vote upon or make an explanation in regard to a subject under discussion, but shall not vote upon or make a proposition at such meeting.
