[(1) With the sanction of the President an Executive Officer, or a Medical Officer of Health may empower, by general or special order, any servant or [Municipality] to exercise, under his control, any power, other than a power delegated to him under clause (f) of sub-section (1) of Section 60 conferred on him by or under this Act.]1 (2) An order by the Executive Officer or Medical Officer of Health under sub-section (1) may prescribe any condition and impose any restriction in respect of the exercise of any power. (3) Any order passed by a servant of the [Municipality]3 in the exercise of a power conferred on him under sub-section (1) shall be liable to rescission or revision by the Executive Officer or Medical Officer of Health, as the case may be.
