(1) In case of emergency the District Magistrate may with the permission of the Prescribed Authority provide for the execution of any work or the doing of any act which the Municipality is empowered to execute or do and of which the immediate execution or doing, is in his opinion, necessary [for the safety, protection or convenience of the public]1 and may direct that the expense of executing the work of doing the act shall be forthwith paid by the Municipality.
