(1) Should a dispute arise between a [Municipality]1 and other local authority on any matter in which they are jointly interested, such dispute shall be referred to the State Government, whose decision shall be final. (2) The State Government may regulate by rule made under Section 296 the relation to be observed between [Municipality]1 and other local authorities in any matter in which they are jointly interested.
