Whenever default is made by the owner of a building or land in the execution of a work required by or under this Act to be executed by him, the occupier of such building or land may, with the approval of the [Municipality]1, cause such work to be executed, and the expenses thereof shall, in the absence of any contract to the contrary, be the contrary, be paid to him by the owner, or the amount may be deducted out of the rent, from time to time, becoming due from him to such owner Procedure upon opposition to execution by occupier
