Where there is reason to believe that in any building or on any land, a work has been executed in connection with any municipal water-works, drainage works or other municipal undertaking in contravention of the provisions of this Act or of rules or bye-laws [the President]1 or, if so directed by [the President]1, the executive officer or the Medical Officer of Health may at any time and 306 without notice inspect such building or land. Power for effecting entry
