The occupier of any building or land from which any offensive matter, rubbish, night soil or carcass is thrown or deposited on any part of a public place or street, or into any public sewer or drain or into any part of a public place or street, or into any public sewer or drain or into any drain communicating with a public sewer or drain, otherwise than in a place appointed under clause (b) or in a receptacle provided under clause (a) of sub-section (1) of section 273, and any person contravening any direction of a [Municipality]1 issued under clause (c) of the said sub-section shall be liable upon conviction, to a fine not exceeding two hundred and fifty rupees.
