Where any land vested in the [Municipality]1, or any public place is without the permission in writing of the [Municipality]1, used as a halting place for any vehicle or animal or as a place of encampment, the owner or a keeper of the vehicle or animal or the person encamping, as the case may be, shall be liable on conviction to a fine which may extend to one hundred rupees and in the case of a continuing breach, to a further fine which may extend to ten rupees for every day after the date of the first conviction during which the offender is proved to have persisted in the commission of the offence.
