Whoever, in a street or public place within the [municipal area]2 begs importunately for alms, or exposes or exhibits, with the object of exciting charity a deformity or disease or an offensive sore or wound, shall be liable on conviction to imprisonment which may extend to one month or to a fine which may extend to fifty rupees or to both.
