Whoever in a street or public place within the limits of the [municipal area]2, loiters for the purpose of prostitution or importunes a person to the commission of sexual immorality, shall be liable on conviction to a fine which may extend to fifty rupees : Provided that no Court shall take cognizance of an offence under this section except on the complaint of the persons importuned, or on the complaint of a municipal officer or a police officer not below the rank of a sub-inspector respectively authorized in this behalf in writing by the [Municipality]1 and the District Magistrate.
