The [Municipality ]2 may, by public notice and with the previous sanction of the District Magistrate, fix premises within the [municipal area]2 in which the slaughter of animals of any particular kind not for sale shall be permitted and prohibit, except in case of necessity, such slaughter elsewhere within the [municipal area]2: Provided that the provisions of this section shall not apply to animals slaughtered for any religious purpose.
