Notwithstanding any obligation to supply water imposed by an agreement under section 229, the [Municipality]1 may at any time cease to supply water for other than domestic purposes, if it is of the opinion that such supply would interfere with the supply of water for domestic purposes in such case the [Municipality]1 shall not be liable to any forfeiture, penalty or damages for so ceasing :- (a) unless the failure to supply such water arises from a cause other than one specified in section 231, and (b) unless the [Municipality]1 has undertaken to supply water for other than domestic purposes by an agreement made under section 229 making express provision for forfeiture, penalty or damages upon failure to supply such water.
