Whoever begins, continues or completes the laying out or making of a street without giving the notice required by section 204 or in contravention of any written directions made by the [Municipality]1 under section 205 or any bye- law or any provision of this Act shall be liable upon conviction to a fine which may extend to five hundred rupees.
