(1) When a building or land situated within one hundred feet of a public drain is at any time not drained to the satisfaction of the [Municipality]1 by any or a sufficient drainage connection with such drain, the [Municipality]1 may, by notice require the owner or occupier of such building or land to make and maintain a drainage connection with the drain in such manner as the [Municipality , subject to the provisions of any bye-law directs. (2) The provisions of sections of sections 306to 312 (inclusive) shall apply to default in compliance with any such requisition, notwithstanding that part of the land through which the said drainage connection is required to pass may not belong to the person so making default unless he shall prove that the default was caused by the act of the owner or occupier of such last mentioned land, and he has made application to the [Municipality]1 under section 193.
