Where in the opinion of the [State Government]1 the condition of indebtedness of any [Municipality]2 is such as to make the control of the State Government over its budget desirable, the [State Government]1 may, by order declaring that such is the case, direct that budget of such [Municipality]2 shall be subject to the sanction of the [State Government]1 or the [Prescribed Authority]1 and that the power to vary or alter the budget under sub-section (3) of Section 99 shall be subject to conditions to be prescribed by rule.
