The provisions of this Act and of orders made thereunder shall have effect notwithstanding anything inconsistent therewith contained in Chapter IV and Chapter IV-A of the principal Act or in any permit, Scheme, notification or other instrument having effect by virtue of the provisions of the said Chapters.
