The method of appointment and the conditions of service including the scales of pay of the officers and employees of the Board, shall-- (a) as respects the Labour Welfare Commissioner, Additional or Deputy Labour Welfare Commissioner and Inspectors, be such as may be prescribed ; and (b) as respects other officers and employees appointed under section 10, be such a s may be determined by regulations.
