(1) The Chairman, and in his absence the Vice-Chairman, shall, subject to the provisions of this Act and the rules and bye- laws made thereunder and the resolutions, if any, of the Committee, exercise superintendence end control over the officers and servants of the Committee and shall exercise such other powers and perform such duties as may be prescribed or delegated to him by the Committee by a resolution passed by it in this behalf.
