[(1)]4 Where, by any [Uttar Pradesh]1 Act, a power to issue any [statutory instruments]5 is conferred, then expressions used the [statutory instruments]5 shall, unless there is anything repugnant in the subject or context have the same respective meanings as in the Act conferring the power. [(2) The provisions of sections 4, 4-A, 6, 6-A, 6-B, 7, 8, 9, 10, 10-A, 10-C 11, 12, 13, 14,15,16,17,18,19,19-A and 28 shall mutatis mutandis apply in relation to any statutory instrument issued under any Uttar Pradesh Act as they apply in relation to any Uttar Pradesh Act.]6 Power to make to include power to add to amend, vary or rescind, orders, rules or bye-laws
