(1) The State Government [may by notification make rules]1 to carry out the purposes of this Act. (2) In particular, and without prejudice to the generality of the foregoing powers, the State Government may make rules regarding all or any of the following matters; namely- ---- (a) the registers and records to be maintained by an employer ; (b) the notices to be displayed by an employer;
