The manager of an approved school not established by the State Government may decline to receive any child or youthful offender proposed to be sent to them in pursuance of this Act, but when they have once accepted any such child or youthful offender they shall be deemed to have undertaken to teach, train, lodge, clothe and feed him during the whole period for which he is liable to be defamed in the school or until the withdrawal or resignation of the certificate of the school takes effect.
