Where a person apparently under the age of sixteen years having been arrested is not released under section 23 or otherwise, the officer in charge of the police station shall cause him to be detained in the prescribed manner until he can be brought before a court : Provided that the period of detention shall in no case, in the absence of a special order of a court, exceed twenty-four hours, exclusive of the time necessary for the journey from the place of arrest to the court. Remand or committal to custody
