If upon a complaint it appears to the Court that it girl under the age of sixteen is being treated with cruelty by her parent or guardian or that such girl with or without the knowledge of her parent or guardian is exposed to the risk of seduction or prostitution or of living a life of prostitution, the court may direct the parent or guardian to enter for a specific period into a recognizance to exercise due Care and supervision in respect of such girl.
