Any person who without proper authority damages or obstructs any work wider a plan or contravenes any of the provisions of this Act or any rule or order made hereunder, shall on conviction be liable to imprisonment for a period not exceeding three months or to a fine not exceeding Rs. 500 or to both and where the offence is a continuing one to further fine which shall not be less than Rs. 25 for every day during which the offence 'continues after the date of the first conviction.
