Tehri-Garhwal district Tehri Garhwal (Application of laws) Order, 1949 Ditto Ditto 176 [The United Provinces Minor Irrigation Works Act, 1920] [Section 3-6] (2) "Minor Irrigation work" or "work" means an irrigation, submersion, drainage or protective work or system of such works, natural or artificial, of which the construction or maintenance by the [State Government]1 appears to that Government to call for action on a smaller scale than that contemplated by the Northern India Canal and Drainage Act, 1873; (3) "Owner" includes an under-proprietor, a permanent tenure-holder, a permanent lessee, a fixed rate tenant and a mortgagor or mortgagee in possession; but does not include a mortgagor or mortgagee out of possession or a lessee for a term of years, nor, where a superior and an inferior right of ownership co- exist, the owner of the superior right.
