Except as may be otherwise provided by rules made under section 47, all claims under the preceding section in any local area shall be made by suit to be instituted in a revenue court empowered to try suits for the enhancement or abatement of rent in such local area, and the court shall in the trial of such suit follow the procedure prescribed for the trial of suits for the enhancement or abatement of rent in such local area.
