Section 21

(1) The Collector may arrange the villages of the district in lekhpals’ halkas and may, from time to time, alter the limits of such halkas without effecting any change in the strength of lekhpals. (2) If the change or alteration referred to in sub-section (1) is likely to effect any change in the strength of lekhpals, previous sanction of the State Government shall be obtained for the purpose. But no such arrangement to alteration shall be final unless and until it has been sanctioned by the State Government.
