Notwithstanding anything contained in this Act the State Government may authorize any member of the Board to perform or exercise, either generally or in respect of any particular locality, all or any of the duties and powers imposed and conferred on the Board. Power to create, alter and abolish divisions, dis- tricts, Tahsil and sub- divisions.
