(1) No court inferior to that of a Magistrate of the second class shall try any offence under this Act. (2) No court shall take cognizance of any offence under this Act, exception the complaint of a fishery Officer or of a Police Officer not below the rank of Sub-Inspector or of any other person or class of persons authorized by the [State Government]1 in this behalf. ----------------------------------------------------------------------------------------------
