(1) The [State Government]1 may by notification declare, with respect either to the whole of [Uttar Pradesh]5 or to any local area comprised therein and as regards purchasers, generally or any specified class of purchasers, and generally for any specified occasion, what quantity of any [intoxicant]6 shall, for the purposes of this Act, be the limit of sale by retail.
