If any electoral body referred to in sub-section (1) of section 5 fails, by such date as may be prescribed to elect the requisite number of member or members which it is entitled to elect, the [State Government]2 shall fill up the vacancy or vacancies by nomination of a person or persons qualified to be elected by the particular electoral body concerned.
