(1) A copy of every Order, proposed to be issued under section 2, shall be laid in draft before both Houses of the State Legislature for a period of not less than thirty days while they are in session and if within that period either House disapproves of the issue of the Order or approval of such issue only with modifications, the Order shall not be issued or as the case may required on by both the Houses. (2) Every such Order shall be published in the official Gazette and shall take effect from the date of such publication.
