The University shall be self- financing and the State shall not be under any statutory obligation for providing any grant to the university established herein; Provided that the university shall be entitled to receive any such grant which may be granted under any special scheme of the State Government subject to the conditions of such grant. This shall not have any effect on the self-financing status of the University. No power to affiliate any Institution
