If any difficulty arises in giving effect to the provisions of this Act or by reason or anything contained in this Act, the State Government may, by notification in the Gazette, remove the difficulty by making such incidental or consequential provisions, not affecting the substance, Provided that no order shall be made after the expiration of the period of two years from the date of commencement of this Act, Provided further that such every order as soon as shall be laid, before the State Legislative Assembly
